The Flying Dutchman is a game for any number of participants.
You don't need any equipment for that game.
The players are standing in a circle. Two of them represent the Flying Dutchman, as one player carries the other piggyback. This "ship" sails around the circle, outside of it.
At any time the sailing player touches any two (neighboring) players of the circle. Then, a race starts. The two players touched have to form a ship as well. Both ships have to run around the circle one. The first team to reach the gap in the circle remains there. The other becomes (or stays) the Flying Dutchman.
