This article gives the solution to the riddle holes bears fishes.

Solution

As everybody had assumed, the number of eyes of the dice is relevant.

holes

The number of holes are the eyes in the center of the dice, only existing on the 1, 3 and 5 faces. So, with two dice, there is a maximum number of two holes.

bears

The bears are the other eyes that sit around holes. Actually, there are two possible solutions: either all bears qualify (so, the number of eyes minus the number of holes), or, as it is usually played, only bears count that actually sit around a hole (so two bears on the "3" face and four bears on the "5" face, but no bears on all other faces.

fish

Fish are below the surface of the ice. So, its the number of eyes on the downward face that count (remember the sum of two opposing faces on a dice is always 7). Again, there are two ways to calculate: either all downward faces count, or only faces that have a hole on the upper side (how else would you be able to see the fish if not through the hole?)
